A bill that aimed to make it illegal to tether a dog outside in extreme conditions died in a subcommittee on Monday.  You would be fined if your dog was tied up outside when the temperature is under 32 degrees, or above 85 degrees. The Senate still has a living bill that deals with animal welfare.

Supporters say they’re are hoping to restructure the bill, so if it passes in the Senate, it has a better chance of passing in the House. A similar bill died the same way last year.
