RICHMOND – Governor Ralph Northam announced additional appointments to his Administration today.
Secretariat of Administration
Christopher E. “Chris” Piper, Commissioner, Department of Elections
Christopher E. “Chris” Piper has been appointed as the Commissioner of the Department of Elections. Previously, he served as Deputy Director of the Virginia Tobacco Region Revitalization Commission. Prior to this, Chris served as Executive Director of the Virginia Conflict of Interest and Ethics Advisory Council. Before this, he worked in the Department of Elections as Manager of the Campaign Finance Division and as Manager of Election Services. Prior experience includes Election Services Manager for the Virginia State Board of Elections, consulting in Washington D.C., Campaign Finance Manager for the State Board of Elections, Legislative and Public Affairs Coordinator for the American Meat Institute, and Education Relations Assistant at C-SPAN. Chris received his undergraduate degree from Virginia Commonwealth University.

Travis Hill, CEO, Virginia Alcohol and Beverage Control Board
Travis Hill has been appointed as the CEO of the Virginia Alcohol and Beverage Control Board. Previously, he was appointed Virginia ABC’s Chief Operating Officer by Governor Terry McAuliffe in October of 2015. Before coming to Virginia ABC, Travis served as Deputy Secretary of Agriculture and Forestry, having been appointed by Governor McAuliffe in January 2014 after serving in the same capacity under Governor Bob McDonnell since July 2011. Prior to that, he worked as an attorney in the Richmond office of Williams Mullen. Travis received both his Bachelor of Arts and Juris Doctor degrees from the University of North Carolina at Chapel Hill.

Leslie J. Frazier, Assistant Secretary of Veterans and Defense Affairs
Leslie J. Frazier has been appointed as the Assistant Secretary of Veterans and Defense Affairs. She previously served in the administration of Governor Terence R. McAuliffe as the Assistant Director of Appointments. Prior to that, she served as the Policy Director for the Secretary of Veterans and Defense Affairs. Before joining the Governor’s Office Leslie worked on several political campaigns. A native of Chesapeake, VA, Leslie received her Bachelor of Arts degrees in Government and Spanish from the University of Virginia and her Master of Public Administration from Virginia Tech. She is also a graduate of two leadership programs under the Sorensen Institute for Political Leadership.
